Julia was born in Moscow, Russia, in 1971. She is the first of eight children in her family. However, when Julia was just three years old, Julia and her parents left Russia and moved to Austin, Texas, in the United States.

They moved again and settled in Monsey, New York City, an ultra-orthodox Jewish community where Julia attended a religious girl’s school, leaving her in isolation. Her parents found this Haredi community very alluring and accepted it as they became more religious.
